Massey also turned the NZ public service into a bureacracy (complete with meritocracy and forms in triplicate). Well, yes, he did do some good things. IIRC it was he who broke up the big landholdings that were emerging at the time and restricted the maximum amount opf land any one person could own, preventing us becoming a nation of landowners and serfs. (Heaven forbid one suggest such an idea today!) |
