All in all, the notion of charging locals less for use of their country’s facilities appears a good one. Concern about whether this will upset overseas visitors should be ameliorated by the fact that countries like Greece and Egypt, where this is the norm, haven’t exactly suffered for it.
Probably the only actual problem with the notion is that it relies on a stereotype of rich tourists (eg Japanese, older Yanks, etc) who come in and spend it up large, and could hurt the desireability of the country for less wealthy backpackers, cyclists and the like. Which would hurt smaller operators, motels, and regions in particular since the wealthier tourists already tend to flock to a handful of locations anyway.
